美国日前宣布，进一步提高对自华进口的电动汽车、锂电池、光伏电池等产品加征关税。此间分析人士认为，美国此举打压中国相关产业意图明显，将对中美两国经贸合作造成损害。
背后“使绊子”
5月14日，美方发布对华加征301关税四年期复审结果，宣布在原有对华301关税基础上，进一步提高对自华进口的电动汽车、锂电池、光伏电池、关键矿产、半导体以及钢铝、港口起重机、个人防护装备等产品的加征关税。
其中，对电动汽车的关税将从目前的25%提高到100%。
对外经济贸易大学教授崔凡表示，拜登政府此次提高加征关税，既有在总统竞选中塑造强硬形象，与竞争对手特朗普争夺选民的目的，也有进一步打压中国新能源产业，争夺国际市场份额的考虑。
目前，中国新能源产业发展风头正劲。据中方统计，2023年中国新能源汽车产销量同比分别增长35.8%和37.9%。
相关领域产品的技术、性能和品质也得到国际市场普遍认可。以电池这个新能源汽车的关键部件为例，从液态锂电池到半固态锂电池，从充电一次续航1000公里的麒麟电池，到充电5分钟续航400公里的800伏高压碳化硅平台，中国电池核心技术不断突破，续航里程更长、充电速度更快。
崔凡认为，美国此次加征的301关税，实际上是延续2018年7月以来对华301关税，沿着中国新能源产业链，从下游到上游步步紧逼：先迫使企业将生产环节移出中国，再逼其到美国投资或转让技术。
中国国际经济交流中心总经济师陈文玲也表示，眼下新能源产业话题已经被政治化、工具化。美国提高加征关税打压中国新能源产业，意欲为自身产业转型和超越争取时间。
谁受害？
美国此番提高对华电动汽车、锂电池等产品加征关税，受害者众。
首当其冲者是中美经贸关系。在崔凡看来，美国此次加征关税给中国电动汽车和光伏产品直接出口美国之路设置了巨大障碍。
值得注意的是，此前美国已经启动对越南、柬埔寨、马来西亚和泰国的光伏“双反”调查程序。崔凡称，中企出海投资和中间产品出口的道路也可能因此受到影响。美国沿产业链步步紧逼围堵，对中国新能源产业的中长期影响需密切关注。
中国商务部新闻发言人指出，美方出于国内政治考虑，滥用301关税复审程序，进一步提高部分对华产品加征的301关税，是典型的政治操弄。美方提高301关税违背了拜登总统“不寻求打压遏制中国发展”“不寻求与中国脱钩断链”的承诺，也不符合两国元首达成的共识精神，这将严重影响双边合作氛围。
全球应对气候变化合作也将因此受阻。商务部称，阻碍中国绿色产品自由贸易无助于解决自身问题，反而会破坏全球应对气候变化合作，阻碍全球绿色转型。谈气变合作就不能搞保护主义，搞保护主义就不可能有真正的气变合作。
商务部新闻发言人强调，美方应立即纠正错误做法，取消对华加征关税措施。中方将采取坚决措施，捍卫自身权益。
谁得益？
通过提高加征关税来打压中国新能源产业，美国产业能获得发展吗？答案是否定的。
中国新能源汽车在全球热卖，背后有坚实基础。除了技术创新，在产供链方面，中国企业在实践中逐步集聚形成了高效、完备的产供链，长三角地区新能源汽车整车厂可在4小时车程内解决所需配套零部件供应，拥有“4小时产供圈”；市场生态方面，中国市场规模巨大、竞争充分，大浪淘沙中能脱颖而出的都是强者。
多家商会负责人近期在出席2024年全球贸易投资促进峰会时表示，中国新能源汽车在技术和规模成本方面优势明显，产品品质也在提高。
换言之，美国相关产业要想迎头赶上，也要拼技术、拼创新、拼产供链。
如商务部所言，搞贸易保护达不到想要的结果，只会事与愿违。通过“贴标签”“扣帽子”，对中国产品出口和投资合作设限，挡不住中国前进的步伐，反而会绊倒自己。
